Meet Jeffrey Halaut

I've Spent My Entire Life Figuring Out How Things Work—and Why They Fail.

Long before Jeff Halaut became a trusted security consultant and expert witness, he was the kid who took his toys apart.

Not because he wanted to break them—but because he wanted to understand them.

He was fascinated by how individual parts worked together, what made something function, and what caused it to fail. That natural curiosity never left. It simply evolved.

Today, instead of taking apart toys, Jeff analyzes complex security systems, investigates vehicle impact incidents, evaluates site design decisions, and helps clients understand not only what happened—but why it happened and how it could have been prevented.

That same curiosity has shaped every step of his career.

From installing and commissioning electronic security systems for federal facilities to managing some of the largest hostile vehicle mitigation projects in North America, Jeff has built a reputation for asking the right questions, finding practical solutions, and helping organizations make informed decisions before problems become liabilities.

Throughout his career, he has contributed to the protection of military installations, airports, power plants, utilities, stadiums, municipalities, commercial developments, and other critical infrastructure. His work has included overseeing the deployment of hundreds of active vehicle barriers across U.S. Air Force installations worldwide and thousands of protective bollards in high-profile public spaces.

Today, Jeff serves as the founder of Halaut Consulting, providing independent consulting to design professionals, homeowners and expert witness services to attorneys. He is also an active participant in the ASTM committees responsible for developing the industry's crash-testing standards for vehicle barriers, giving him first-hand insight into the standards that influence today's security designs.

More Than an Expert—A Problem Solver

Jeff believes good security is never about selling products.

It's about understanding risk, asking better questions, and developing solutions that protect people without compromising the function of the spaces they use every day.

Whether he's reviewing construction documents, evaluating an incident after a vehicle crash, or serving as an expert witness in litigation, his objective remains the same: uncover the facts, identify the root cause, and provide clear, objective guidance grounded in experience, engineering principles, and recognized industry standards.

Clients value Jeff's ability to explain highly technical issues in a way that architects, property owners, attorneys, judges, and juries can understand. His opinions are built on decades of hands-on experience, practical field knowledge, and a commitment to remaining objective regardless of which side of a case retained him.

Beyond the Profession

While Jeff has spent his career helping organizations protect people, his greatest investment has always been in people themselves.

Jeff and his wife have been married for almost two decades and are proud to have raised a blended family of four sons. Together, they are certified marriage coaches with Married for a Purpose, helping couples move beyond survival mode and establish healthy, purpose-focused rhythms that strengthen their marriages and provide lasting direction.

Outside of consulting, Jeff enjoys spending time on the golf course, has developed a growing appreciation for pickleball, and finds satisfaction in working outdoors alongside his wife in their garden, growing fresh produce and enjoying the slower pace that comes with it.

He also volunteers his audio/visual expertise in support of his church and Married for a Purpose certification conferences, combining his technical abilities with a lifelong desire to serve others.

Looking Forward

For Jeff, every project begins with the same question that has driven him since childhood:

How does it work—and why did it fail?

The answers to those questions have helped protect critical infrastructure, improve security designs, support attorneys in complex litigation, and ultimately make public spaces safer for the people who use them.

If you're looking for an experienced consultant or expert witness who brings technical knowledge, practical experience, and an objective approach to every engagement, Jeff welcomes the opportunity to help.
